Alert 30/09/2025 (C-023), Unauthorised use of IDEST labels and cylinder stamp
It has been drawn to our attention that the quadrant labels and stamp associated with a suspended centre – High Pressure Services, 9H – are currently being used. This use is not authorised by IDEST.
The metal cylinder stamp is property of IDEST. The quadrant label is intellectual property of IDEST. Only technicians certified by IDEST, working in centres authorised by IDEST may use the IDEST metal stamp and/or quadrant labels.

The above centre and sole technician, Stuart Scott, were suspended from the IDEST cylinder testing certification scheme in October 2024.

Fire Security Services Limited is also not a member of the IDEST certification scheme and therefore not authorised to use the IDEST metal cylinder stamp or quadrant labels.
The quadrant labels being used are of the old solid type, and not the current anti-tamper security type labels. The metal stamping applied to cylinders appears poorly performed, with some digits and stamp mark only partially present. The stamp marking is also not in conformance with BS EN ISO 13769:2018. The standards for cylinder testing require that inspections and tests are carried out by a competent person. The Health and Safety Executive guidance information sheet (DVIS11) suggests cylinder filling companies and dive centres only accept cylinders that have been examined and tested by organisations that are:
- Appointed by the Secretary of State for Transport for the purposes of inspection of gas cylinders and/or
- Working within the terms of a UKAS accredited scheme.
Ultimately it falls on the filler to be satisfied of the safety and suitability of the cylinder ahead of filling in accordance with BS EN ISO 24431:2016. However, IDEST cautions against filling of cylinders carrying stamping or labels issued by High Pressure Services (9H) after October 2024 as scheme compliance cannot be assured. We recommend that cylinders bearing unauthorised IDEST stamping and/or labelling are taken to a current certified IDEST cylinder testing station and retested prior to filling.
